ISO 17025: Laboratory Accreditation

ISO 17025 is the international standard specifying requirements for the competence of testing and calibration laboratories. Laboratories that achieve ISO 17025 accreditation demonstrate technical proficiency, reliable results, and effective quality management. The standard is recognized globally and facilitates mutual recognition of test results between countries.

Structure of ISO 17025

The standard is organized into management requirements and technical requirements. Management requirements cover the operation and effectiveness of the laboratory’s quality management system. Technical requirements address the competence of staff, methodology, equipment, and reporting.

The current version, ISO 17025:2017, adopts a process-based approach and aligns with ISO 9001 principles. It emphasizes risk-based thinking, outcome-focused requirements, and flexibility in methodology.

Management Requirements

The laboratory must establish, document, and maintain a quality management system. A quality policy defines the laboratory’s commitment to good practice and customer service. The quality manual describes the system structure, document control procedures, and review processes.

Document control ensures that all policies, procedures, and records are current, approved, and accessible. A document hierarchy typically includes the quality manual at the top, followed by standard operating procedures (SOPs), work instructions, and forms.

Internal audits evaluate compliance with the quality system and identify improvement opportunities. Management reviews assess the system’s effectiveness and allocate resources for corrective actions. Corrective and preventive action procedures address non-conformances and potential problems.

Technical Requirements

Personnel must be competent for their assigned tasks. The laboratory defines education, training, and experience requirements for each role. Training records document initial qualification and ongoing professional development. Authorization procedures specify which staff members may perform specific tests or sign reports.

Facilities and environmental conditions must be suitable for the testing activities. Temperature, humidity, vibration, and cleanliness are controlled and monitored as required by the test methods.

Equipment must be properly maintained and calibrated. An equipment management system tracks each item, its calibration status, maintenance schedule, and history. Calibration must be traceable to international standards through an unbroken chain of comparisons.

Measurement traceability ensures that results can be related to stated references. This is achieved through calibration of reference standards, use of certified reference materials, and participation in inter-laboratory comparisons.

Method Validation

All test methods must be validated before use. For standard methods, the laboratory verifies that it can perform the method satisfactorily. For non-standard methods developed in-house, full validation is required, including determination of accuracy, precision, repeatability, reproducibility, detection limit, quantification limit, linearity, and robustness.

The measurement uncertainty must be estimated for each test method. Uncertainty components include sampling, sample preparation, instrument variation, environmental factors, and operator effects.

Quality Assurance

The laboratory implements quality control procedures to monitor the validity of test results. These include regular analysis of quality control samples, blanks, replicates, and control charts. Participation in proficiency testing programs provides external assessment of laboratory performance.

Inter-laboratory comparisons with accredited laboratories verify consistent results. The laboratory must analyze comparison results and investigate any unsatisfactory performance.

Ensuring Valid Results

Sample management procedures ensure proper identification, handling, transport, storage, and disposal of test items. Chain of custody documentation is maintained for evidentiary samples.

Subcontracting of tests must be performed by accredited laboratories and disclosed to the customer. The laboratory remains responsible for all subcontracted work.

Complaint handling procedures address customer concerns and drive continuous improvement.

The Accreditation Process

Accreditation is granted by national accreditation bodies such as IJmuiden (Dutch Council for Accreditation), UKAS (United Kingdom Accreditation Service), or ANAB (ANSI National Accreditation Board). The process involves application, document review, on-site assessment, and proficiency testing review.

During the on-site assessment, technical assessors evaluate laboratory operations, interview staff, review records, and witness test performance. Any non-conformances must be addressed before accreditation is granted.

Surveillance visits occur annually to maintain accreditation, with full reassessment every four years.

Benefits and Challenges

Accreditation enhances laboratory credibility, improves result acceptance internationally, and drives continual improvement. Challenges include the resource investment required for implementation, the administrative burden of documentation, and the need for ongoing staff commitment to quality practices.
